Town centre regeneration project named best in region

Town centre regeneration project named best in region
04 July 2024

Project Darling, which has transformed the town's historic yards and breathed new life into this neglected shopping district, has been named the best in region at the North East Awards for Planning Excellence hosted by the Royal Town Planning Institute (RTPI).

The project which has been supported by the Towns Fund, has seen over half of all properties in Buckton's Yard, Clarks Yard and Mechanics Yard, receive a face-lift with new traditional store frontages and hand painted signage.  Improvements to the public realm have also been made including the introduction of seating, planting and decorative lighting.

The Council commissioned contemporary artist, Nicky Peacock, to deign and reimagine the forgotten areas; enlisting the expertise of ELG Planning to provide advice and guidance on the development of this historic setting.  The colourful and playful designs, inspired by European courtyards, The Lanes in Brighton, Neal’s Yard in London, and The Shambles in York, have created a bright and cohesive townscape, creating hidden gems to surprise and delight visitors. Home to several independent businesses, the yards are now a destination of choice for residents and visitors to enjoy and discover, rather than just a useful thoroughfare for people on their way elsewhere."

Cllr Chris McEwan, cabinet member for economy, Darlington Borough Council, said: "I am delighted that this fantastic project has been recognised and celebrated. The cohesive, imaginative approach adopted to regenerate and reimagine the yards has ensured these important heritage assets are preserved while opening up new possibilities to support the town's continued economic growth.  The low-cost solution to clean and green the area has made the most of the yards natural charm and attractiveness and is encouraging people to dwell in the area and discover the many independent retailers offering high quality products at reasonable prices. It is also attracting new businesses to the area, adding to the town's already wide and varied offering.”

Steven Longstaff, director of ELG, said: "We are delighted that the practice has been once again recognised for its work by the Royal Town Planning Institute (RTPI). Project Darling is a fantastic example of collaboration at its finest - using different perspectives, skills and approaches to reinvigorate town centres and ensure they meet the changing needs of local people and communities."

Nicky Peacock, contemporary artist and lead designer, said: "This project has embraced a new approach to town planning, placing culture and the arts at the very centre of plans to regenerate Darlington Town Centre and demonstrating what can be achieved with original thinking, effective teamwork and tenacity."

Tim Crawshaw, RTPI NE chair, said: "The RTPI Awards for Planning Excellence celebrate outstanding plans, projects and people that demonstrate the power of planning. These awards highlight exceptional examples of how planning and planners have a positive impact on our quality of life in creating exceptional places and protecting our environment."
